Chanel T. Rowe is a senior legal executive and strategic advisor whose career reflects a rare combination of credentials: federal enforcement at the U.S. Securities and Exchange Commission, senior counsel at Johnson & Johnson, and general counsel and partner of a $1B+ global capital markets FinTech broker-dealer platform. Across each of those roles, she has operated at the highest level of legal, regulatory, and governance complexity — and that depth is what Uriel Law clients access directly.
As Enforcement Counsel at the U.S. Securities and Exchange Commission, she led complex federal investigations involving securities fraud, broker-dealer misconduct, Ponzi schemes, and market manipulation — coordinating with the Department of Justice and international regulatory authorities. She leveraged cross-agency relationships to help catalyze the launch of an SEC-FDA joint taskforce focused on healthcare-related securities enforcement.
As the founding General Counsel and Partner at Stonehaven, she built the legal infrastructure from inception for a $1B+ global capital markets FinTech broker-dealer platform spanning venture capital, private equity, private credit, hedge funds, digital assets, and real estate. She counseled leadership on broker-dealer regulatory compliance — including SEC/FINRA examination strategy, cross-border investment regulations, insider trading policy development and controls, data privacy, and Reg BI disclosure compliance — and advised on the establishment and registration of the firm’s investment adviser arm. She drafted and negotiated mandate, SaaS, and commercial agreements across a platform of 140+ investment bankers, led contract automation implementation, and collaborated with technology, operations, and compliance teams to implement RegTech infrastructure automating supervision at scale. She advised the Chief Compliance Officer on compliance strategy, successfully guided the firm’s response to SEC examination, and recovered $1M+ in commissions through FINRA arbitration.
As Sr. Director/Sr. Counsel, Litigation Policy & Risk Management at Johnson & Johnson, she led litigation policy and enterprise risk strategy for a $93B global healthcare and life sciences enterprise — partnering with Government Affairs and Corporate Communications to align legal posture, external affairs, and reputational risk strategy with business objectives. She advised senior leadership on enterprise risk frameworks addressing product liability exposure — including ingredient risk and talc-related litigation — state AG enforcement actions, and legislative developments. She assessed emerging risks associated with AI-enabled MedTech, biometric data regulation, and global privacy frameworks, and analyzed M&A workflows to identify and escalate downstream litigation risk. She built and led cross-industry coalitions and coordinated amicus strategy on consequential policy matters. She organized and moderated policy forums on tort reform, litigation funding, and expert witness standards at the state and federal levels — serving as a national spokesperson on these issues across trade associations, policy advocacy organizations, and legislative audiences, including the Federalist Society and National Bar Association.
BigLaw-trained at Shook, Hardy & Bacon in pharmaceutical and medical device mass tort litigation — defending Fortune 100 FDA-regulated manufacturers in high-stakes product liability, wrongful death, and multidistrict litigation — and at Akerman LLP in complex commercial litigation. Former Judicial Law Clerk, U.S. District Court for the Southern District of Florida. Admitted in Florida and the District of Columbia, and before the U.S. Supreme Court. CIPP/US certified, with depth in data privacy and AI governance across regulated industries.
Known for translating complex legal and regulatory risk into enterprise strategy — operating fluidly across legal, government affairs, corporate communications, and executive leadership to protect both assets and reputation.
Her relationship with Florida International University (FIU) spans fifteen years — from undergraduate student and law school valedictorian to alumni board leader and trustee — making it the longest institutional commitment of her career. Chanel served on the FIU Board of Trustees from 2021 to 2026 — the first Black woman appointed to the board and the youngest confirmed by the Florida Senate — including as Chair of the Audit and Compliance Committee, providing fiduciary oversight for a $1B+ public university system. During her tenure, she facilitated a landmark federal engagement with the U.S. Department of Health and Human Services — resulting in a memorandum of understanding advancing student employment pipelines and public health research collaboration. She established the Trustee Chanel T. Rowe Judicial Externship Scholarship and Book Award at FIU College of Law, removing financial barriers for first-generation law students.
